I've never heard this rule stated those exact words, but SteveS hits the nail squarely on the head, in my opinion.
The Panamint loop trail mentioned by Cat-Scan is a grey area because only the upper reaches are within the Park -- like the middle of a horseshoe. Though certainly prohibited on this stretch, ATV's riding the loop run the risk of citation only during Park Service partrols, which don't occur every day.
However, there are hundreds of miles of great trails in neighboring BLM lands available for riding the ATV. If you'd like some good suggestions of places to ride the ATV in the Death Valley area, perhaps you can put this question to the board in another post?
