You do have to have a pass or pay a fee to transit Tioga pass, but you do not have to have one to transit DVNP via the main road.

I agree that the fee is pretty reasonable. I just buy a new one whenever I am next stopped at a fee station after my current one expires.

Also, I believe that AAA sells them at a discount.
