Yes and no on that question. Of legality you have the right to cross the claim, as far as right of way but for the cabin I'm not sure. I know that in the past you were not allowed to erect any kind of structure that wasn't mobile and have wheels. Blm considers that Homesteading if not mobile. Now if you were to cross the claim lets say on foot and was to reach down and pick up so much as one little rock that would be considered thief and subject you to arrest. If the lady has been in Arizona for 20 yrs and has not filed or done here yearly assessment work then she would not have any say in the matter anyway! Someone said the paper work has been started so it seems someone has either filed over her (Claimed jumped) or she has not filed her yearly and someone has file a new claim
