You're right. They don't experience heat like that often and so don't think of keeping hydrated. But a couple of observations are in order: When the US has had serious heat waves in cities like Chicago, there has been fast media and agency response telling people what they can do to lessen the exposure. I recall a few people dying of heat, but the 10,000 in France is extraordinarily high. You have to ask where were the agencies, or the media or friends or family? Maybe they were all out protesting the dumb and hated Americans! Maybe we should warn them that it is hotter in Death Valley than it is in France and they will stay away and make life more peaceful for us.
