In it's normal condition it is easily passable with 2 wheel drive. It is a maintained, gravel road. Some sharp rocks so you wouldn't want to drive it in an overloaded car with cheap tires. Any good truck tires are up to the job. I have seen a 30 plus foot RV make it through.
Like most of the unpaved canyon roads when it rains its condition can deteriorate. You can get current road condition reports here: http://www.nps.gov/deva/Morning.pdf
All of the canyon roads are subject to flash flooding in locally intense rain storms. Snow is common at high elevations. You need to pick your weather and pick your routes accordingly. Titus Canyon road is likely closed multiple times a year, as are other roads in and around Death Valley depending on what happens when and where with the weather.
