Water is -- but there are a lot of springs around there -- to much to cover, especially if the guy can move around on foot -- all of the canyons of the west slope of the panamints, anvil spring canyon,warm springs canyon, anvil willow spring, every cabin, you name it -- they would need to cover at least a dozen places for some time to try to get him that way -- assuming he hasn't established a water cache somewhere...

Starving him out might be more realistic. He has already stripped all of the food from all of the cabins -- except for the unlabelled, home-made preserves at Barker Ranch. Those have been there, through the heat and cold, for some years now (as long as I have been here). You would need to be pretty desperate to eat those (even if they were not in Charlie's old hangout). Once he gets to those, then you know he's getting real hungry, and might be ameniable to persuasion.
