Last year when my truck was down I rented a ZJ from National. They had the best rate for a 4X4 w/ unlimited mileage. I took it up Pleasant Cyn (before it was graded) and out to Saline Valley via Lippencott and the Hot Springs. Then we went over Steele Pass and into Eureka Valley.
Who ever you decide to rent with, you should check to make sure it is okay to drive off of the pavement. Also, check to make sure it has a fullsize spare. Most rentals will have cheap street tires which are not the best for the washboard roads.
Some rental companies will disengage the 4WD so you should check that too. You will have better luck with rental companies that provide rentals for ski vacations.
