In the Death Valley area, there are backroads between Trona and Panamint that I think --someone correct me if I am wrong, since we're a stay in cheap motels in Beatty sort of traveller to this area -- you can park on and hang out and there's no problem, and you;re near to some services (soft serve ice cream, texaco) in trona, and not far from the great food at Panamint Springs Resort. Also, i believe -- check the DV national parks page - that camp grounds - which aren't horribly crowded, usually not crowded at all in my drive thru experience on mid weeks heading toward the charcoal kilns, like mahoghany flats are free.

Coming off of 127 near shoshone nad tecopa there should be some off road spots that dont really require off roading.

In Nevada, near Dyer and fish camp lake there should also be pull off places within an hours drive of general store/gas station with no restrictions. Check out the area near Silver Point Nevada, too.
