The woods are full of bad surveys, from plain fraudulent (made in the nearest bar or brothel) to incompetent. Consider that a lot of them were made under poor conditions, like Wyoming in January, and used less than ideal techniques. These generally create headaches for everone, but they stand. A really bad survey may call for a resurvey, but monuments set by the original survey will stand, along with "lines of occupation." This just means that the property that you thought was all in section 6, for instance, might wind up partly in section 5. Yes, sometimes confusion reigns: A County Recorder told me once that "sections were stacked up like dominos" after several surveys at Bear Lake in Idaho. This also why mile-square government sections often show up as 1500 is intriguing.
