For many people who aren't desert experience, a storm dropping a total of 1/3 of an inch of rain on the area wouldn't seem like a big risk - something you would just drive on through like you do in NorCal. Desert's are dry -- they suck up the water, right? And some of these roads are public highways where people are used to being 'coddled' by warning signs, etc.. That said, once the rains really hit I think heading towards high ground is the smart thing to do - and pretty stupid to keep driving on in bad conditions. But it would be nice if CalTrans would have been a little more proactive in setting up some warning signs if they had the same advance warning that Nevada did - might have saved a life or two....
