I drove up Echo last October, up the falls and down into the Amargosa valley and the Lee townsite, and then over to Hwy 95. To my knowledge there haven't been any major storms that would wash out the roads into Nev. It was moderately challenging at points but slow and easy does it. Your FJ40 should be more than adequate to travel this route. I can't imagine you'd need your winch.
I was in a 98 TJ, 2" lift, 32" BFG's, limited slip Dana 44 rear end. Still pretty much stock at this point (to be chaning soon however, but that's off topic)
I'll be there again at the end of this month. Can't wait.
