Mr./Ms. Kook: Yes, thank God for the "Bill O' Rights". The issue is not the people's right to "drive on loop trails" any more than the people's right to hike on any public lands. My complaint is with the United States FEDERAL GOVERNMENT seizing upon authorities specifically
prohibited by those Bill of Rights to enforce illegal laws that include closure of public lands to public access of any type. I refer you to Amendment X which reads: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." My point is that the U.S. Government and/or it's several departments (ie. NPS and BLM) are prohibited by the Constitution from denying its citizens public access to public lands. Furthermore, the Judiciary branch (ie. the courts) are limited in the same way. Personally, I rarely have the opportunity to travel in the back country; however, I resent being told by an out-of-control bureaucracy with no Constitutional authority where I can and cannot go in my vehicle on existing vehicle routes anywhere within my public lands. God Bless America.
