Environmentalism is not a U.S. phenomenon. The designation of UN World Heritage sites and Biosphere Reserves, including Death Valley, are governed by oversight agencies which are not answerable to congress. These agencies have the power to restrict access to "wilderness" areas regardless of previous human activity.
There is an article on Sierra Times that speaks to this issue in the Olympic National Park.
Ambivalence only advances and encourages more restrictions.
