Cabins - Osborne

I was out exploring this weekend and visited the Minnietta and the Osborne Cabin Sites.

I have notice that most cabin sites usually have an Adopt A Cabin sign out front. I did not see this with the Osborne. In fact, I notice several claim markers near the cabin site, but BLM logos on the cabin itself. Is this cabin still private property or is it under the BLM Adopt A Cabin program or something else?

I notice water well equipment, tons of building supplies, and some major improvements since the last time I was out there in 2000. What is becoming of this site? The way it looks it is becoming a seasonal ranger station with campgrounds. Clarification please?
