visit end of march/early april

Hi from Germany,
I have two questiones for the experts:
1. Is it possible to drive from US190 to the "Race Track" on the hidden valley road with a 15 passenger van at the end of march?
2. Can I go to Mahagony Flat? Can there be snow that time of the year?
