A licensed, street legal vehicle is required on all roads, paved or otherwise, within Death Valley National Park. There are green-sticker OHV limited-use areas OUTSIDE of DVNP on BLM managed lands, such as Panamint Valley, and an open area to the south, Dumont Dunes. But there are no areas within DVNP for the legal use of ATV's.
