Bob, ham radio rules enforcement is not as draconian as you describe. Very few people get in trouble, and that comes after repeated violations and interference of repeater frequencies, and after ignoring repeated warnings.
Additonally, the FCC rules allow and encourage unlicensed radio operation in distress situations.
Plus, Doug, if you get a radio, you'll at least have it, and be more inclined to get into the hobby after listening awhile. The test is not hard, and doesn't require Morse Code.
