Gads, I'm surprised. As a delegated examiner for the Canadian government, I must say our rules are much tougher than yours then. Yes a none user can use the radio in the event of an emergancy. But first of all getting one without a licence would be extrememly difficult. Industry science Canada has been cracking down on those who sell to non licenced amateurs. In my area there have been several people who have been put out of business because of this. Not to mention those caught using one without a licence and fined in the 20-25 thousand dollar range.
