Unfortunately precident is against this one. When the ADA was passed, a Federal Study was commissioned to review the Wilderness Act with respect to the ADA. The final findings were interesting. Handicapped are allowed access to Designated Wilderness (including motorized and non-motorized wheelchairs, provided they are for indoors use) however no special provisions need to be made to allow them unimpeded access. The real kick came when they reviewed all the agencies and surveyed the actual land managers. All agency regs allowed wheelchairs (forest service I believe didn't allow motorized). However over 50% of the surveyed land managers did now allow them because they felt they didn't belong. Basically the people managing the land don't even pay attention to what their own regulations say.
