You are right about the snow, but I was there early 80's one summer and most of paved roads where closed because of rain / flooding. :-)
I think that might have been the same year water was overflowing the spilway way at Hooter Dam. I remember looking at it, said cool then walked away, didn't even snap a pic :-( figuered that happen every year.
