A couple of years ago the NPS road crew took a bulldozer up that road. The repeater on Rogers Peak was broke and they had to clear snow to get a repair vehicle up there. If they can take a bulldozer on that road then you should be able to take a bike. You should probably walk from Rogers to Telescope though.
