Telescope Peak

Just hiked up Telescope on Sunday. Found it to be increditably dry and hot this time compared to years past.
Was wondering the history of the trail, think it was built during the CCC days of the 30's but is this true?
Also noted an informal trail on the top of Telescope heading south along the crest. Is this an old trail to Panamint City? Believe I read in one of my many books about Death Valley that the miners when moving from place to place would stay high during the Summer to avoid the heat. Sound logical or was I imagining things in the heat?
