Since the passing of the DPA in 1994, it has been my impression that all of Goler is indeed part of DVNP. I know it increased the amount of it that is under park control. I'm sure there is someone on this site who can pinpoint the exact boundary for you.
As for ATV's vs. 4WD's, the damage to roads, etc. is not caused by the vehicle so much as by the person operating the vehicle. Irresponsible users of both cause restrictions for all users, responsible or not.
