The reports that you refer to have to do with domestic-type hot tubs that have a static amount of water that is not replaced and has received insufficient amounts of antibacterial treatments, be they bromine/chlorine or ozone. The numbers of these cases are actually rather low but are a possibility.

The difference with the "tubs" at Warm Springs is that water is constantly flowing in and out of each pool which serves to dilute the concentration of any potential pathogen. That plus the regular drainings and cleanings that they receive should serve to greatly reduce the risk of exposure, but it cannot completely eliminate the risk (especially with high usage). All things considered, I would think that the Warm Springs pools are a lower risk than most home hot tubs (depending on the company you keep....)
