The threshold velocity for saltation (the wind-born transport of sand particles by skipping or bouncing along the ground - the primary transport for dune building and migration) is approximately 10 MPH. This threshold velicity decreases as the turbidity/turbulence of the air increases. I don't have the exact measurements for the air-transport of finer soils/dust (i.e. unbound clay-sized and fine sand particles) but I am sure it is less than half of that of sand. You could probably safely estimate that the threshold velocity necessary to get dust into suspension would be between 2 and 4 MPH depending upon specific conditions.

I'll let you know if I am able to dig up more concrete data/metrics and/or sources of information for this.
