Within the NPS and BLM there exists a variety of philosophies and ideologies re the environment. If there is a policy of burning down structures, the word will leak out.
I have seen many vacation cabins burn down in the past few years in the CA desert areas. I have followed up on some of these and the local Fire Depts and Police/sheriffs all classify these as "accidental" and don't even look for clues.
I have also seen lots of stolen cars stripped and burned in the desert.
Lots of these activities can be traced to "desert parties" given by dirt-biking youngsters.
