In the late 1980's, the BLM adopted a zero tolerance policy on the cabins. They determined that almost all the cabins around Ridgecrest were "in tresspass". The Ridgecrest BLM manager at that time instituted a "torch the cabins" policy. The locals got very upset and when Lee DeLaney took over, he essentially said that if people would maintain the cabins, the BLM would not torch them. Thus the start of the Adopt - A - Cabin program.The underlying purpose is to retain the historical nature of the region
