15 pounds is mighty low unless you have a very light vehicle. A good rule might be that you may decrease the manufacturer recommended pressure by 25 to 30%. At too low a pressure you risk an "air out", where the bead of the tire pulls loose from the rim, thereby breaking the seal and you get an instant flat. For example, on my F250, I might go from 45 pounds down to 30. On my previous Toyota/Nissan/Isuzu rice burners, I'd go from 35 down to 22. You will feel a marked difference in comfort, your vehicle will thank you for it. remeber to air up as soon as possible when you hit the pavement. I have a Viair compressor that will air up all my tires in a few minutes but costs $300 or so.
