Bodie, to enforce traffic laws the unit has to be "marked". I wonder if the NPS unit was citing for a Federal violation. If so, he could be hidden and unmarked. Not too familiar with Fed law/statues but it's just a guess. Personally, I don't agree with ambushing someone driving around the wash-out section.
How much damage could be done by driving around a wash-out?
