Almost right...
See section 40800 of the California Vehicle Code. This talks about the vehicle and uniform rquirements of cops while enforcing traffic laws.
In a nut shell, if an officer is assigned to work traffic (ie enforce the rules of the road), they have to be in a plainly marked police vehicle, and be in uniform.
Law says nothing about the cop in a marked vehicle and in uniform "hiding" to catch someone.
An officer in a unmarked vehicle can still stop you for traffic violations as long as he (she?) is assigned to duty NOT related to traffic enforcement specifically.
This is the California law, part of SV is in the National Park - federal land - they have different "traffic enforcememt" rules.
