Several years ago, we were on public land cleaning up garbage some slobs had left. A BLM ranger told us that under the Antiquities act of 1906, if we located an artifact, we could not remove it. What is an artifact is hard to define. What is trash today will be an artifact in 100 years.
Anyway, I think that we can use metal detectors to hunt for "treasures", but cannot remove them.
