Yes, the is now a major powerline road and skirts the boundry of Fort Irwin much of the way. In fact it crosses Red Pass Lake making some 80% of the playa off limits.
My last trip through Red Pass saw no reminents of any structures at all, nor the old gas pump which you speak of. I did enjoy watching nearby Army maneuvers from the nearby vistas. Very lonely road in summer, saw no one else that day.
