There is no speed fast enough down the other side to average 60 mph overall. To go 60 mph overall, you must go 60 miles in 60 minutes. The size of the hill is irrelevant. Let's say it is 30 miles up and 30 miles down. Going up at 30 mph will take one hour (sixty minutes). But you've got to complete the whole trip in 60 minutes, so your time is up, so to speak.
