The solution to the problem is that NPS should arrest the dirt biker for violating the off-road policies of Death Valley, then bring a law suit against the manufacturer of the dirt bike and then Diane Feinstein should use this to support her re-election campaign as the guardian of the Mojave desert. Hence, the guy never made it down the hill and is doing 90 to life in the Wasco State prison.
