You might try Joshua Tree National Park. The Belle and White Tank campgrounds are small, and the sites are somewhat secluded. Both campgrounds have tables, fire rings and pit toilets and are free, you just need to pay the ten dollar entrance fee (unless you come in from the south entrance or come in after 6:00 pm or so. Water is located at the Oasis Visitor Center (east entrance), the west entrance, and Cottonwood Visitor Center(south entrance). For an even more secluded campsite, try the Mojave National Preserve. I have camped at the foot of the granite mountians (on new years eve) and there was nobody else around. There are no resstrooms, water or tables here, just fire rings. try the NPS website or desertusa for more info.
