I know it sounds like twisted logic at first, but I've found that many, many drivers don't understand that you want to pass them, even though you've come up behind them, and so are obviously going faster. All you have to do (in my experience) is make it very clear by tailgating for a bit that you'd like to get by, and many drivers will use the next turnout. Now I'm not talking about obsessively riding their bumper, threatening a rear-end collision, or tail gating for long. If they don't get it, or are stubborn enough to ignore you, then there's not much reason to tailgate. Sometimes I will also tailgate the guy in front of me in hopes that he will tailgate the slowpoke in front of him, passing along the same message that we want by. Finally, it's California state LAW that you must pull over to the right to let faster traffic pass you, and it doesn't say "unless you're going the speed limit and the other car is going way too fast." Here's the details: http://www.dmv.ca.gov/pubs/vctop/d11/vc21753.htm So drive nice, pull over and let us by. Practice road courtesy to prevent road rage.
