It is a little more complicated than that . . . try Rivers in the Desert by Margaret Davis. An interesting look at William Mulholland and So. Cal. Water.
In hindsight it is easy to blame all sorts of folks for Owens Valley. However, many of the very people pointing fingers may have benefited greatly from the economic growth the water made possible.
