I semi remember the county facility there at Dirty Sock. I stopped by the place for the first time in the early '70s, I think the place was just abandoned by Inyo County Parks.
The last time I stopped by was maybe four or five years ago. It was fairly well cleaned up at that visit, but I've also seen the place like you describe.
By the way, if anyone is interested, Desert Magazine published two articles on Dirty Sock - April 1960 and November 1970.
