NATO cans (and hi-lift jacks)

Lara's query about carrying gas is one that I've been wrestling with for a while. I drive a stock 1998 Grand Cherokee, and there's no way to carry gas cans on the outside, except to carry them on their sides on a roof rack. I've assumed that most cans would leak if carried this way. (Bought a Blitz can, but haven't used it, so I don't know if it leaks when stored on its side.)

Any recommendations on how to get the NATO cans? Check the army surplus stores?

Another question for anyone who might know... would I be correct in assuming that I CAN'T use a hi-lift jack with my Grand Cherokee? I'm assuming that even if I had some sort of strap that hooked on to the bumper, the bumper would get crushed, since it isn't a simple steel bumper like one might find on a Wrangler or older Land Cruiser.
