Re-Opening Closed Routes

Is there any organized effort to force the re-opening of Surprise and Happy Canyons to vehicle travel? There must be a process to challenge the out-of-court settlement made with the enviornmentalist groups that filed the lawsuit(s) in the name of endangered flora/fauna. Also, what measures can be taken presumptively to avoid any further closures? This is getting ridiculous. Such governmental encroachment on our rights of fair access to public lands in motor vehicles must be challenged.
