I used to be on the road crew there. CA 190 is maintained by CalTrans and the rest is NPS. (However I think Inyo County still does some of Saline Valley Road.) Both have maintenance stations at Cow Creek. CalTrans seems to do regular maintenance on 190. The park service mostly tries to keep the shoulders graded and the dirt roads graded when they can get around to it. From what I've seen very little is done by NPS in the way of overlays, chip seals, etc.
