Alternative access to Badwater?

Is there one? I am planning to visit DV Apr 11-14. From the news release, the Badwater parking lot should be finished on the 14th. But they didn't say whether it will be open to the publis then. I really want to photograph this location at sunrise and if anyone knows whether I can park a couple of miles up or down the road or if there's any other way that can give me access, please let me know. Thanks!
