The road that goes over Steel Pass and the road that goes over the North Pass are two different roads. The hole in the road is/was on the North Pass road. Sounds like it's passable for 4x4.
Saline valley has 4 access roads.
North Pass
South Pass
Steel Pass
Lippincott road
