Right Of Way Etiquette

1. on an "Inclined" trail, only wide enough for one vehicle, which vehicle has the right of way? the one descending or ascending.(who must back up etc.) example: Lippencott mining road. 2. if on relatively level surface what is the protocol. Thanks in Advance.
