Proponants of vehicle access to Panamint City have two important issues to advance. Access to privately held properties in upper Surprise Canyon is an important mitigating circumstance. More importantly, the proponants have put forth previous water studies done in conjunction with BLM permits to groups that aparantely show no measurable change in water conditions after periods of concentrated use by vehicles. Close attention will focus on the reliability of the enviornmental hazard studies relied upon by the courts and the BLM which led to the route closures in the first place.
