BF Goodrich LT All Terrain and Mud Terrain tires have three-ply sidewalls. They aren't cheap to buy but both Inyo National Forest and Inyo County DPW have the BFG ATs on their trucks headed off pavement, probably because flats are rare and their life-cycle costs are relatively low.
